A PARTIAL format file is a partially downloaded file typically created by Microsoft Internet Explorer 9 (IE9) or later, or by Microsoft Edge, the successor browser to Internet Explorer.
PARTIAL file saves the contents of a file while it is downloading.
PARTIAL files mark the download as incomplete and allows you to resume your downloads.
To resume partial downloads, double-click on the PARTIAL file, when it opens, IE displays the 'View downloads' window, which shows the list of complete and incomplete downloads.
From this window, you can click the Resume button to resume the download.
Internet Explorer creates PARTIAL file names by adding a compound file extension that contains generated code and the PARTIAL extension.
For example, the compound extension can be something like:
.owxpco0.partial
which is added to the original file name, my_file.ext, entire file name in this case
looking like this: my_file.ext.owxpco0.partial
When the IE9 download is complete, the browser removes the extension appended to the file name, leaving only the original name.
In most cases, PARTIAL files are unusable until IE finishes downloading.
However, some media files, such as videos or music files, may be partially playable even though the download is incomplete.
