A DOWNLOADING file is a partial download file used by an Internet file-sharing program called Pando, which works either as a Microsoft Outlook plug-in or as a desktop application.

DOWNLOADING file saves the progress of the file as it is downloaded. If the download was interrupted the DOWNLOADING file cannot be used until the download is complete.

At the end of the download, the file extension is changed to the original file extension.

For example, if you are downloading a .MKV movie file, it will change the name from DOWNLOADING to MKV, only when the download is complete, and indicating that the file is ready to be used.

It is useless to attempt to open a DOWNLOADING file if the download has not finished, however it is sometimes possible to open the partial file, replacing the DOWNLOADING extension with the target file extension.

Especially, the audio files and some video files will still play a part of the file, even though they have not been fully downloaded.
